If that is the case I could see a SIC amplifier working as a wireless access point and picking it up but I'm not so sure it'd help bring people together for RP since they could sit on the SIC and interact with everyone while isolated in the desert.

Speaking from a purely technical point of view, it's not actually possible for an extender to work past a network connection (theoretically). As someone with experience dealing with network repeaters there has to BE a signal there for a booster to work (even if no signal is actually being picked up). So whilst they work in the Dome during the rolling blackouts, I'd say it's simply punching through the interference.
I mean in theory yes - however it'd be severely limited as far as signal distance is concerned.
Of course, I imagine we'd probably want people coming INTO the Dome for RP, so I'm personally against it.
And yes on the other hand if they use it just to interact and be away from things then it's kind of a downer.
