Looking down over rooftops

So, while you can look over rooftops, down at the street below. I noticed we don't have (or I couldn't easily find the syntax for) peering down at any of the NPCs or PCs on the street.

Maybe it could be a Perception roll even, obscuring more minor details if you fail?

I recall that there is equipment that performs this feature, so it's likely going to qualify as a design choice that players can't do it with just character stats.
Is there a way to watch an edge continually? Instead of having to keep looking at it? Like if you were on a lookout, you'd be fixed on watching that one spot?
These are some things you can accomplish using equipment in the game.
What you're looking for is possible with things like scopes on guns, and certain other items. It is purposefully lacking for the naked eye.
