Blue Sector is the topmost level of Withmore City, above Green Sector. It is home to the city's wealthiest citizens, including corporate executives, upper management, and the independently wealthy. CEOs and vice-presidents share this privileged residential setting with prominent television and music personalities.
Blue contains several arcologies and is capable of surviving without support from the rest of Withmore. These massive structures dominate its skyline, placing the homes of the city's elite at the summit of the dome's stacked urban landscape.
Blue forms the upper end of a city organized around pronounced differences in wealth and status. Below it, Green houses affluent corporate residents and leisure businesses, while Gold contains the corporate business district. The arrangement of residential centers above business centers was part of the city's redesign approved in 2056 and completed in 2060.
The Withmore Justice Force patrols Blue as well as the other upper sectors. The sector's capacity to sustain itself does not place it outside Withmore's law enforcement system.
