Criminal Organizations in Withmore

Criminal organizations operate both within and beyond Withmore City. Some conduct their business outside the law, while others combine illicit dealings with legal enterprises. Syndicates, in particular, have established legitimate business entities alongside their criminal operations. Most have close ties to one or more mega-corporations, allowing them to operate with minimal interference from corporate-controlled law enforcement.

Street Gangs

In central Red Sector, territorial gangs are a visible part of street life. The Sinners claim Sinn Street and the northern neighborhoods, The Snakes claim Fuller Street, and The Arteries claim Ashlin Street and the southern neighborhoods. Their boundaries are contested, and rivalries repeatedly produce street violence.

Control of a street does not necessarily mean control of every business around it. Gang claims coexist with the influence of larger criminal organizations, whose interests can extend across neighborhoods and beyond the city.

Syndicates and Business

The Japanese Yakuza, Russian Bratva, American Mafia, and Chinese Triads have particularly notable footholds in Withmore. They contest territory and business in Red, with arrangements that can be short-lived. Immigrants may become willing participants or unwitting instruments in these rivalries.

Legal incorporation and corporate connections give syndicates a different position from gangs openly fighting over street corners. Their legitimate and illicit activities can exist side by side, while conflicts over markets and influence continue behind the public business presence.

Law Enforcement

Corporate connections do not amount to a universal exemption from punishment. The Withmore Justice Force has repeatedly acted against organized street violence. After the fatal riot near the Hall of Justice in 2086, its crackdown on gangs and gang-related activity expelled thousands from the city. In central Red, TERRA also provides day-to-day law enforcement under its WJF contract.
