In June 2030, political turmoil over water rights led Northern California to secede from the United States. Disputes over reservoirs, river diversions, and agricultural water allocations had grown into a wider struggle over federal authority.
The far-right government in Washington chose not to prevent the separation, considering the departure of the predominantly liberal region politically advantageous. The breakaway territory became the Free State of Northern California.
