Is it just me or when you accelerate and brake while driving it doesn't do anything?

I've had the same problem in the past.  Acceleration/braking only changes speed for you when you're stopped..  then when you take off, you speed away or drift slowly, or whatever..  but if you're already in motion, accelerating or braking seems to do nothing.
