Falling shouldn't be faster than flying

Title says it all. Right now, falling is (usually) faster than a powered descent. This can be especially problematic when a falling object moves off of an edge and gets a head start due to mapping oddities, where a vehicle would have to move two rooms further than the falling object in order to trace the same route.
