Certain key big shots were shot down and lost their fortunes, so these things are bound to happen.
Ofcourse, at the same time, the staff may have been seeding more firearms than before, leading to the surplus you see now.
Also, tasks like the periodic clean up of the market probably reduced the likelihood of you getting crap at the market, thus increasing the chance of you getting a firearm to come to the top.

People do use those weapons. Just becuase everyone in the mix doesn't carry a knife doesn't mean nobody uses em. I mean, guns although easy to find (depending on who you are) are still rather expensive, and Average Joe mixer can probably at best afford a Seburo and still struggle with rent and recreation monies. Most people put off on buying a gun in order to buy a clone too, which is another expense.
So yeah, those in the monies are those with the guns, unless they just…ya know...found it or looted a corpse. And those with the monies need something to protect themselves from the others in the monies, the law, or the people trying to get into the monies, putting knives, bats, and chains in the backseat.
