Instead of outright removing a body part, you can use a proper blunt weapon, like a sledgehammer, a club, whatever, to shatter bones inside a limb while they're down, and it'd be much more versatile. You know how you can't just sever chest? You can do with a blunt weapon to shatter ribs, etc. It'd sharply kill your endurance, making it difficult to recover a great deal of energy, yadda yadda.
The person wouldn't bleed out (to make it fair and balanced), but they wouldn't be able to use that part until they're patched up by a doc instead of requiring a cybernetic replacement, so it'd be fair for everybody.
Kneecapping over missed rent/loan is cyberpunk, after all.
