Faction NPC fight cooldown
NPCs should learn to stay down

Right now fights involving a bunch of faction NPCs have a tendency to go on forever. NPCs who get knocked out will wake up and rejoin the fight, call in more backup, etc.

I propose that either faction NPCs at the lowest condition tier don't autoattack or call for more backup, or that there's some kind of cooldown lasting a few minutes after they get knocked out. Ideally, their @lp could change while this is in effect to reflect that they're no longer repping their turf because they're too messed up.
