Grid 4 Backups

An issue was brought up during the Town Hall about hackers who'd been shim'd onto the ACL not being able to create/delete backups because of the OOC bad feelings it'd make to just be able to nuke someone's IC hard work with no hope of retrieval. I agree to this! But on the flip side, I think it makes hacking nodes for fun and profit somewhat toothless if the node effected can just be restored to the backup immediately. So, I propose that creating and restoring a backup should be gated behind a grid program. That way it's not something a layman can do immediately and has to rely on a decker to do for them. This will encourage the decker economy and incentivize both white and black hat behavior.
I didn't do a great job explaining the desire to be able to edit backups.

Being able to view the past backups provides data on what a node used to hold, before you got there. Before somebody else blanked it, maybe. Have viewed a lot of nodes that are marked private but once in they just say something silly and small. I always wonder, what -used- to be here, and what interesting data could I discover?

I like Thrillimanjaro's idea as well.
