However, if staff agrees that immutable labels on photos have a place in the game, I'd suggest a system that allows both. Give the players the ability to make a label permanent or not as they see fit. This could look like:
Add a command along the lines of 'seal label on photo'.
Once sealed, the photo label can't be erased. It's permanent as it is now. It can come with an emote like:
"James removes the clear film from the top half of the back of the photo and carefully places it on top of the picture's label area, making the label permanent."
Then add a command like 'erase label on photo'.
This command erases the label on the photo allowing it to be relabeled. Only works if the label hasn't been sealed.
On success the emote might look something like:
"James completely erases the label area on the back of the photo, leaving it ready to be relabeled."
On fail you might see:
"James goes to erase the label area on the back of the photo but is unable to as it has been permanently sealed."
It would mean the label is no longer forensic grade original but cleaning a photo with solvent to change the label is a pretty high bar, and given there is graffiti around more than a decade old it seems probable to me no one would be doing it too much.
