At the moment only the Red level is set up properly, I'll be fixing up the other levels in the next few days.
Buildings will also be added to the system shortly.
Just as a vague FYI…
The messages are designed to hint at an IC factor that can and will be used to effect future coded features, different locations have different populations, crowded or lightly populated, etc. If there is no ambient population message in a location you can safely assume you are alone there -OR- there is an occasional passer by, but there is not a constant human presence there.
One comment I've heard several times already:

No. The system was specifically coded that way to fully imply the presence of other people. Players and NPC's mingle with the ambient population, it's all people. It's a minor inconvenience in that you'll have to actually read location descs to identify if players are there with you, but it should also highlight the presence of people in all locations and hopefully flavor the RP of the game accordingly.
Yes, I will be adding more messages to the system, reducing the repetetiveness of some of the messages. My first priority is to complete the system with a base set of messages, then I'll flesh it out.
That said, I would -greatly- appreciate player input on this. If anyone wants to help me out and contribute to the MOO, email me some ambient population messages. See the current examples on the streets for what I'm looking for. Short messages detailing anything from a light passing traffic to packed crowds. Try to avoid very specific events in the messages, vague background events is fine as long as they aren't too specific.
