Withmore City is a haven for capitalist interests, which attracts criminal enterprises as much as it does mega-corporations. Although many criminal groups, large and small, from all over Earth and beyond have established operations in the city, the Japanese Yakuza, the Russian Bratva, the American Mafia, and Chinese Triads all have particularly notable footholds in the city and have sectioned off parts of Red Sector between themselves.

Arrangements about turf and control of business are often short-lived however, and shadow wars between rival Syndicates are an ever present background to life in the sector, with many immigrants finding themselves witting or unwitting pawns in the invisible schemes of these groups.
