Why don't they use it?

I find it odd that NPCs ask for armor, but don't use it. Is that intentional?

Please xhelp and let me know what NPC you see this with. It's most likely a bug. Fair warning, NPCs don't use the item right away-- there is a scheduled task that runs and equips everything.
