I can understand a bokken not going into a saya, being as they're usually made from wood and not flexible. HOWEVER it also not going into a scabbard? Usually them bitches are leather and the point is flexibility? Am I missing something here? Is this a bug?

I thought that there are other scabbard like items that you can carry a bokken in.

From what I've seen and found out ICly the ONLY thing a bokken goes into is a tac-sling. Which is kinda my major grief with it. Seems like half the melee weapons you can get all are able to put tac-slinged. Also shown ICly by the insane demand for the item and scarcity of said slings.
