One set (encrypt or something like it) would set up a defense score on a piece of security equipment.
The other set (hack/decrypt/etc…) would attempt to break this defense score.
If you break the defense score of a piece of security equipment, the piece of equipment should temporarily permit access to the hub that it's connected to, or maybe gives some information on that hub like where it is or the last person to use it.
Encryption features could also include additional accessories, like acid spray that blinds anyone that fails to hack into it, or electroshock defense, or neurotoxin emitters that gives the person who fails it a huge penalty to intelligence that requires them to get treatment at a clinic.
