Could we have the NLM street-news-NPC shout out hooks for big staff-fed/approved chatter?
"Terrorists strike PRI! Toilets killed! Guards flushed! Get your copy of the Globe now for more!"
Could be a way for NLM to control the message, a reason to hang out around that area for PCs, and a way for staff to maybe offer RP plot hooks.
