The places to live in read in dwindling, only one or two places have vacancies. We should add more apartments, Without giving away to much info ICly the places to live in Red are down to two locations with availability.

Huh? I have not checked in a week, but most of the big apartment buildings were unnoccupied. And the more special places… Yeah, those tend to be scarce but that feels like part of the design.

There's 173 places currently free to live on Red.
86 of which are Medium.

I think OP's point is that almost all of those mediums will be in either the crown or guevara, which is fair as those are high density housing places. The nicer places tend to not be readily available, but well, that's more of IC problem. Do not like living in a big boring tower? Kick someone out of their nicer flat.
