Pantyhose
We have all kinda hoes, why not Panty?

Bad play on words, but I thought it was funny.

I'de like to make a suggestion for Pantyhose!

You could wear it on the legs, or wear it on the face to make a temporary mask.

I think the stockings ingame are meant to be pantyhose. Maybe. It's confusing how the words are used interchangeably. I do like the mask idea though.

I mean can’t you just tailor it with the materials in game? Make it see thru if you want the legs to be visible through it.

From what I can tell, the core of the suggestion here is the ability to wear it on one's head as a disguise.

The ability to wear one article of clothing in two different ways would be a breakthrough clothing feature in it's own right.
