There should be a command to probe a program on a term to view the code of it. So if you steal a deckers term, you can hire another decker to tell you EXACTLY what the programs on it do.
Edit: Or, rather, what commands are included in the program. This should be something that is available at a really low skill level, but scales comparably with skill. I think the simplest version of balance here, is that it only shows a command to the decker that that decker knows how to use.
