Skills helping skills on specific checks

I got this idea from an RP I got last night... Do the skills "help one anoter" depending on the check?

I know that the habilities (STR, DEX, etc) do influence a skill check. But what about other pertinent skills?

Like dodge giving a bonus to the check of jumping a fence. Or chemical helping medical when you try to knockout one person. systems giving a bonus to programming, eletro tech helping an auto-tech to rig the engine on without the keys...

Does that happen? If it doesn't can it be implemented without someone unleashing the hellhounds on my heels?
