I would like to see new variations of plant and steel focused less on taking things from others but on moving things about yourself inconspicuously.

steal THING from ME

This is covertly moving an item from your inventory to your hand. The item is moved no matter what but you have to make a thievery check that determines who notices the move. If successful, this suppresses the messages someone would normally see when you do this while hidden or unhidden.

This is an interesting idea. I can see how this could be useful.

What about two levels of Success?

An Average success results in a generic tell emote. "Hek fidgets about a bit."

A Full success results in no messages.

The tell emote should probably be influenced by WATCHing. So that in CROWDED rooms, the tell emote likely won't been seen unless a character is watching the person doing sleight of hand.

I could be misremembering, but I think I've seen in other threads that covertly stashing items is specifically not a thing because dipping is already powerful and hard to track.

As for producing things from your inventory, that sounds fun. I always had trouble trying to figure out how to do magic tricks/shows without access to these kinds of commands.

Anyway, I'll see if I can find the relevant thread I'm referring to.

Being a trained marksman is also powerful and hard to track. But, as with thievery and stealth, you can combat this by investing in the appropriate stats/skills. Just wanted to express my thoughts on this particular train of thought in case it might have baring on staff's decision to implement something like this or not.
