And if you are talking about NPC's they do talk back. They have certain words or phrases that they react to. You just haven't found them yet. And they can always be puppeted by a GM if one's around and not busy.

umm.. yeah. so we don't puppet players.
NPCs, if you want to talk to them, use the 'to <npc> ' syntax.
ie. to Larri Heya. Got a job for me?
>> larri types something into her computer.
see?
or to Tristan Gimme a rum
>> Tristan reaches behind the bar and blah blah blah…
But if you want to talk to NPCs and get a real answer, first use to NPC blah blah blah
then wait a few moments for us to puppet and RP. Cuz its annoying when we @puppet and then you've moved on and are bugging another NPC and i have to chase you down.
(not you... but players who arent familiar in general.)
or xhelp Hey, can you puppet NPCNAME for me?
if someone says sure, or suddenly NPCNAME blinks and looks around, there's the RP.

I know you had this problem with a character recently where you were not 'watching' them.
'watch charname'
They talked to you and you didn't see it.
Also, some of these characters may be admin alts, and that means that when an admin is on their character and then has to puppet or handle something admin side, their player character gets forgotten for a bit.
speak loudly
emote loudly
these will help for streets like Fuller and New Light that are very busy and loud with ambient population and traffic.
you can return to normal with
speak softly
emote softly
also, when you first speak to someone, use the to command. this first point of speech will automatically cause the other person to watch you, and any further of your communication should be heard. It is recommended they do the same thing, or half the conversation is lost.
the speak loudly will make it so they can hear you regardless. its close to shouting.
