I don't know if you know his or not but It's XXXXX, from Sindome…Anyways I'm sure you've seen the IC and OOC conversations about TERRA. �I'm sure the admin talked about this, and it was discussed before anything happened. �But I as a person, and frankly with others in the IC world, see little IC reason for TERRA to be hired I'll list a few so you know this isn't a crusade to get XXXXX IC
fucked....I know him IRL and he's a good guy, a good friend of mine.....
1. I remember WJF not wanting to get TERRA a Permit, referring to them as a Gang, criminals and so on
2. XXXXX was almost not hired because he was associated with those criminals from TERRA, I think is was XXXXX Said.
3. XXXXXX was sent in to bring down TERRA
4. Even if all of this wasn't reason enough, the owner doesn't have a reasonable amount of money to pay off the city for this gig, and get paid...

There is a LOT of IC information that players do not know. Just because you don't know about it doesn't mean it doesn't make sense. Contractors GET PAID to work for government agencies. There is a large city government run by the corporations. The WJF is NOT the head of the government.
