Delayed Clones
How should the world react to it?

Oftentimes when a character dies, they do not immediately clone out. There can be many acceptable reasons for this. They need a moment to decompress or maybe they don't have the time to see the cloning process through? Whatever the case may be, when someone takes days, weeks even, to clone out, how does one discuss this matter without sounding like they are just making things up? Sure, not everything someone says to explain something else to someone has to be factual, but I've heard a few explanations from thinly veiled OOC remarks about how mad/sad the character must be and that is why it is taking so long to the more widely accepted Genetek allows "Delayed Cloning" to the point where I am just wondering what everyone's take on it is or if there is official canon to it and should we encourage people who are not having anxious/depressing feelings around it to just clone out?
I basically say it's something you have to set, I operate under the assumption that it is indeed a thing.
Often I just use the excuse that Genetek "gets around to it when they get around to it" and sometimes people just end up in a mountain of bureaucracy
