Withmore city is a space preimium location, there isn't a hell of a lot of room for the 65 million people crammed into the mile high dome. So, in terms of automobiles, there isn't the type of showroom dealerships you think of around today. There just isn't the space in Withmore to have a huge parking lot with every coloured car you want on it. It wouldn't be feasable or economical, the land alone would make the dealership non-cost effective.
So, instead, things are run much like a Porsche dealership. Typically when you purchase a Porsche, you go into the show room and look at floor models, and then you pick a colour, interior, extras, and there is a car that is -MADE TO ORDER- for you. You even get little phone calls from the factory when it gets painted, and when it gets on the boat, and when it arrives.
In Withmore, due to space and cost constraints, things are the same way, only a hell of a lot less personal. You put in an -ORDER- for a car based on what you see in the showroom, and then in a factory the car is made, then shipped into the city for you to pick up.
Aikon pointed out that in a real new car dealership there are new cars ready to drive off, which is true. In 2003, in North America where there is a ton of land to spare. But this is Withmore, it's 65 million people crammed into a dome just over a mile high and 14 miles in diametre.
