Re-Add hoods/shrouds mementos topside
Help combat smallworlding.

About three years ago there was a period where there were shrouded mementos added to Gold and Green and would walk a path through those at random times. But this also existed at a time when there was an IC Law which worked against ponchos being worn topside.

And that ended up meaning the assigned characters for such would end up having to respond to a bunch of NPC shrouded mementos. Which was also made a bit more hilariously awkward because those NPCs weren't being puppeted and more humorously would walk back through the express tubes, from no matter where they ended up, to come back to their route.

I think this was eventually disabled because of how it turned into an RP hassle moreso than a bug? But either way.

I'd like to see these introduced with greater levels on Gold and less, but still there, frequency on Green to help out our friends who are trying to move undetected with shrouds so people don't always know there's a high likelihood that's a PC. Helping make the ambient population reinforce it's expected and normal.

I would love to see those on Gold. It would help with crime there, because seeing a shroud would no longer make the player realize that this is probably a PC with something to hide.
I agree. Please re-introduced shrouded momentos to topside sectors.
